Background: The Airline Deregulation Act took effect of December 1, 1978. The main purpose of the Act was to remove government control from commercial aviation and expose the passenger airline industry to market forces. This Act changed the face of civil aviation in the US. Air Mail would continue to be carried by Air Carriers but the old system of CAM and FAM routes would evolve into Air Mail flown by individual US airlines to both domestic and foreign destinations.

        In 1947 Kirk Kerkorian purchased Los Angeles Air Service, a small charter operator. As tourism to Las Vegas NV boomed, so did the fortunes of the airline. To better reflect its growing routes, the airline was renamed Trans International Airlines in 1960. In 1962 the Studebaker Corporation purchased Trans International leaving Kerkorian as president. It went public in 1965 and in 1968 Kerkorian sold his interests to insurance conglomerate Transamerica Corporation.

        Transamerica purchased Universal Airlines and in December 1976, Saturn Airways and merged their operations into Trans International Airlines. The airline remained focused on charter and cargo operations until the passage of the Airline Deregulation Act of 1978. This gave TIA the opportunity to offer scheduled passenger service.
