Background: The Airline Deregulation Act took effect of December 1, 1978. The main purpose of the Act was to remove government control from commercial aviation and expose the passenger airline industry to market forces. This Act changed the face of civil aviation in the US. Air Mail would continue to be carried by Air Carriers but the old system of CAM and FAM routes would evolve into Air Mail flown by individual US airlines to both domestic and foreign destinations.

Kiwi International Air Lines began operations on September 21, 1992 from its headquarters in Newark NJ. It was plagued with problems and had to be reorganized in 1994.

In 1996 Kiwi filed for bankruptcy suspending all operations. In 1997 Kiwi was acquired by a medical doctor from Baltimore MD. Dr Charles Edwards tried to revive the airline by receiving a 2.2-million dollar loan from Kennedy Funding. He thought of using the loan to fix the eight airplanes that still remained in Kiwi's possession but that turned out too costly. The idea of returning Kiwi International Air Lines into the air again was eventually abandoned. In 1999 Kiwi was forced into bankruptcy again and had to stop flying before year end.
